Authorizes licensed health insurance agents to solicit and sell health insurance policies governed by laws of other states to Florida residents, provided the policies are underwritten by admitted insurers.

Requires interstate health insurance policies and applications to include a conspicuous disclosure in at least 12-point boldfaced type warning that the policy does not comply with Florida Insurance Code provisions and that premium increases at renewal may exceed those permitted under Florida-approved policies.

Exempts interstate health insurance policies from form approval, rate approval, underwriting restrictions, guaranteed availability, and coverage mandates under the Florida Insurance Code.

Makes interstate health insurance policies subject only to specific Florida Insurance Code provisions related to agent conduct, fraud prevention, and certain consumer protections, while exempting them from all other code requirements.

Takes effect July 1, 2010.
