Proposes creation of Section 20 of Article III of the Florida Constitution to establish standards for legislative and congressional redistricting.

Requires the legislature to establish contiguous single-member senatorial, representative, and congressional districts that do not overlap and are equal in population.

District boundaries must respect communities of common interests other than political parties and cannot deny citizens the right to express favor or disfavor for incumbents or political parties.

Prohibits district boundaries from denying or diminishing opportunities for racial or language minorities to participate in the political process and elect candidates of their choice.

Requires the legislature to balance and apply these standards in establishing districts, with boundaries valid if rationally related to constitutional standards and consistent with federal law.
