Renames the Florida Water Pollution Control Financing Corporation to the Florida Water Pollution Control and Drinking Water Financing Corporation and expands its jurisdiction to include loans from the drinking water state revolving loan fund.

Authorizes the corporation to make or assist the Department of Environmental Protection in making loans, grants, and deposits to public water systems for planning, design, and construction of drinking water infrastructure.

Reserves at least 15 percent of annual Drinking Water Revolving Loan Trust Fund credits for small public water systems and up to 15 percent for financially disadvantaged communities.

Establishes the Drinking Water Revolving Loan Trust Fund as exempt from state constitutional termination provisions and allows it to be used for low-interest loans, compliance activities, operator certification, and service contract payments with the corporation.

Requires the Department of Environmental Protection to adopt rules regarding program administration, project eligibility, financial assistance requirements, and the procedural relationship between the department and the corporation.
