Expands the definition of "accrediting organizations" for hospitals and licensed facilities to include any accrediting organization approved by the Federal Government for Medicare program purposes, beyond the four specifically named organizations

Removes the requirement that contract providers or subcontractors must maintain prescription drugs from government agencies or eligible entities in separate inventory apart from other prescription drug inventory

Applies to prescription drug transfers from federal, state, or local government agencies and entities eligible for public health services pricing under federal law to their contract providers or subcontractors serving eligible patients

Maintains existing requirements for written authorization from the State Surgeon General, record-keeping of drug movement and dispensing, and inspection authority by the department and contracting agency

Effective date of July 1, 2010
