Changes preference for Florida businesses from optional to mandatory in competitive solicitations for personal property and services, requiring agencies, counties, municipalities, school districts, and political subdivisions to award preferences to in-state vendors.

Establishes a 5 percent preference for Florida vendors when the lowest bid comes from a vendor outside the state in a state that does not grant reciprocal preferences.

Applies matching preference percentages to other states' preferences when their vendors submit the lowest bid and that state grants preferences to its own businesses.

Exempts transportation projects using federal aid funds and PRIDE Enterprises (Prison Rehabilitative Industries and Diversified Enterprises, Inc.) from preference requirements.

Extends similar mandatory preference requirements to printing contracts, with out-of-state vendors required to provide written legal opinions regarding their home state's preference laws; effective July 1, 2010.
