Requires the Department of Education to develop by January 1, 2011 a plan for establishing academy programs (school-within-a-school concept with specialized areas of study) in public schools where feasible.

Adds academy programs to the list of public school choice options available to parents in section 1002.20, and removes reference to the Opportunity Scholarship Program.

Allows parents to transfer students between academy programs within the same school, to other academy programs in the district, or to traditional academic programs, with limited mid-year transfer authority for special circumstances.

Defines "school" to include academy programs for purposes of school grades, public school improvement authority, and Florida School Recognition Program eligibility, with each academy program receiving a separate school grade.

Takes effect July 1, 2010.
