Establishes Department of State responsibility for investigating notary complaints and submitting findings to Governor; allows suspension grounds to include material false statements, failure to cooperate with investigations, and other misconduct

Splits $4 notary application surcharge: $2.80 to Governor's Grants and Donations Trust Fund for commission issuance and suspension processing, and $1.20 to Department's Operating Trust Fund for application processing, education, and complaint investigation
