Prohibits taking a child into custody unless there is an immediate threat to the child's health or safety or pursuant to a court order based on findings of abuse, neglect, abandonment, or lack of available supervision.

Requires establishment of citizen review panels in each judicial circuit that shall provide reports and recommendations to the court in termination of parental rights cases.

Extends the adjudicatory hearing timeline from 45 days to 120 days after the advisory hearing, with continuances limited to 1 year unless compelling reasons or extraordinary circumstances exist.

Changes hearings and trials involving termination of parental rights from confidential and closed proceedings to open to the public, unless parents or guardians submit a written motion to close the hearing.

Requires the citizen review panel's report and recommendations be attached to the written order in termination of parental rights cases.
