Amends Florida law to require each county or county consortium to establish a local offender advisory council composed of municipal/county appointees, judicial appointees, Department of Corrections representatives, and public citizens to develop community programs for nonviolent offenders.

Mandates public safety coordinating councils prepare and implement comprehensive public safety plans covering at least 5 years, including programs for job placement, treatment, intermediate sentencing options, and substance abuse intervention.

Requires public safety coordinating councils to meet quarterly and convene at least annually with juvenile justice boards, county councils, and local offender advisory councils to coordinate public safety matters and discuss the comprehensive public safety plan.

Establishes that local offender advisory council members serve without compensation on terms of up to 4 years, with councils limited to no more than 38 members, and requires councils to meet quarterly and conduct business under Robert's Rules of Order.

Changes legislative intent from describing community corrections as assistance "to" counties to creating a statewide program to be "implemented by" counties or county consortiums, effective July 1, 2010.
