Authorizes the Agency for Persons with Disabilities to access the Department of Children and Family Services' central abuse hotline information for licensure purposes.

Allows the Agency for Persons with Disabilities to conduct its own administrative hearings relating to programs for persons with disabilities, rather than requiring administrative law judges assigned by the division.

Expands facility staff training requirements to include detecting, reporting, and preventing abuse, neglect, exploitation, and sexual abuse (previously only required preventing sexual abuse).

Broadens license denial, suspension, revocation, and administrative fine violations to include abuse, neglect, exploitation, and sexual abuse of vulnerable adults; false billing; misuse of client funds; and violations of client rights.

Permits competency validation for topical, transdermal, and otic medication routes through simulation during training, while other routes still require onsite assessment.
