Creates the "Florida Farm to Energy Act" establishing a renewable energy incentive program for biomass, solar, and wind energy facilities in Florida effective January 1, 2011.

Requires investor-owned electric utilities and participating municipal/cooperative utilities to collect renewable energy fees from retail customers and deposit them into the Florida Public Service Regulatory Trust Fund for incentive payments.

Mandates participating utilities provide interconnection service and enter 20-year purchase contracts with eligible renewable energy producers within 60 days of request, with fees limited to the utility's incremental cost.

Establishes Florida Energy and Climate Commission authority to issue certificates of eligibility for renewable energy facilities (application fee not to exceed $250) and the Public Service Commission authority to adopt incentive payment schedules based on facility type, technology, and size.

Authorizes Public Service Commission to inspect renewable energy facilities, proportionately reduce incentive payments if renewable energy fee collections are insufficient, and terminate incentive payments if a facility loses its certificate of eligibility or fails to provide proof of energy input documentation.
