Allows school districts to request extensions of up to 180 days to their educational plant survey submission deadlines, with a maximum of four consecutive extensions per survey.

Requires extension requests to be submitted to the Department of Education at least 90 days before the current deadline and must include a superintendent's letter citing the specific need and a formal application with supporting data.

Prohibits school districts from contracting new construction projects during extension periods, except for locally bonded projects and those financed by voter-approved one-half-cent sales surtax for public school capital outlay.

Directs the State Board of Education to adopt rules implementing the extension process and requirements.

Takes effect July 1, 2010.
