Authorizes counties within regional transportation authorities to levy up to 1 percent discretionary sales surtax for transportation systems, including on-demand transportation services, subject to voter approval.

Restructures the Florida Pilotage Board from 10 to 7 members with revised composition requirements, eliminates the separate Pilotage Rate Review Board and consolidates its duties into the Florida Pilotage Board.

Modifies toll violation enforcement by allowing courts to withhold adjudication and assess no points if violator pays $30 plus unpaid toll amount, and permits governmental entities including clerks of court to provide outstanding violation data to the Department of Highway Safety and Motor Vehicles.

Creates the Osceola County Expressway Authority as a state agency with authority to issue bonds and construct expressway facilities, with automatic dissolution if no funds are encumbered by January 1, 2020 or upon inclusion in a regional transportation authority.

Establishes procedures for disposal of derelict or abandoned aircraft and motor vehicles at public-use airports, including notice requirements, lien rights, public auction sales, and liability provisions for airport owners.
