Establishes the One-Stop Business Connect Workgroup, chaired by the Secretary of Business and Professional Regulation, composed of representatives from six state agencies including Department of Revenue, Department of State, and Department of Health.

Requires the workgroup to compile an inventory of all business licenses, certifications, and registrations; analyze licensing processes for inefficiencies and duplication; and recommend standardization and automation of processes.

Directs the workgroup to submit a plan to the Governor and Legislature by December 15, 2010 identifying business requirements, implementation costs, governance structure, and issues to address before establishing a technology solution.

Establishes a legislative intent for the state to create an online business licensing portal accessible through MyFlorida.com by July 1, 2012 that provides self-service access to state business requirements and allows local governments to integrate their requirements through the same portal.

Authorizes the workgroup to consult with other state agencies and use consultants to the extent funds are available within participating agencies' budgets.
