Amends s. 393.13 to expand protections for persons with developmental disabilities to include freedom from abuse, neglect, and exploitation in all settings (not just residential facilities) and establishes liability for both individuals and entities who violate these rights.

Substitutes the term "disability" for "handicap" throughout the Florida Civil Rights Act of 1992 and expands the definition of "public accommodations" to include facilities covered under Title III of the federal Americans with Disabilities Act.

Creates s. 760.15, the "Floridians with Disabilities Act," which adopts the federal Americans with Disabilities Act of 1990 (as amended in 2008) into Florida state law and makes it enforceable through the Florida Commission on Human Relations.

Makes the administrative and civil remedies available under the Florida Civil Rights Act of 1992 applicable to violations of disability discrimination provisions, including complaints filed with the Florida Commission on Human Relations within 365 days of an alleged violation.

Amends s. 509.092 to explicitly prohibit public lodging and food service establishments from discriminating based on disability and provides aggrieved persons with a right of action under s. 760.11.
