Amends s. 1004.04, F.S. to require the State Board of Education to establish rules for state-approved teacher preparation programs that include a foundation in scientifically researched reading literacy, computational skills, classroom management, school safety, professional ethics, educational law, and human development and learning.

Requires students in state-approved teacher preparation programs to assist teachers with low-performing students in reading as part of preservice field experience courses, internships, or student teaching assignments at the elementary school level in public elementary schools within their school district.

Specifies that these requirements shall not require an additional period of time-to-degree but may be phased in by allowing teacher preparation programs to replace existing courses not required by law or State Board of Education rule.

Takes effect July 1, 2010.
