Amends Florida law to create and maintain the Florida Marriage Handbook in two parts: Part A providing resources on conflict resolution, communication, finances, and parenting; Part B explaining marital rights and responsibilities under Florida law.

Establishes the Marriage Education Committee consisting of seven marriage education and family advocates (three appointed by the Governor, two by the Senate President, two by the House Speaker) to develop and review Part A of the handbook.

Requires the Marriage Education Committee to be reconstituted every 10 years to review and update Part A content, with members serving 1-year terms or until completion of the review process.

Places the Marriage Education Committee administratively within the Department of Children and Family Services and designates the Family Law Section of The Florida Bar to create and annually update Part B of the handbook.

Requires the Legislature to receive a report every 10 years explaining changes made to the handbook and recommendations for further updates, with Part A reports from the Marriage Education Committee and Part B reports from The Florida Bar's Family Law Section.
