Board of Governors shall align constituent university missions based on student quality, faculty reputation, research output, patents, and licenses, with recognition that nationally-ranked universities with global impact drive economic development through research, innovation, and addressing state priorities in life sciences, water, sustainability, energy, and health care.

Board of Governors shall develop strategic plans and accountability plans for the State University System and each constituent university, and maintain management information databases to provide accurate and timely information.

Florida colleges must submit notice of intent to propose baccalaureate degree programs to both the Division of Florida Colleges and the Chancellor of the State University System at least 100 days before formal proposal submission.

State universities have 60 days after receiving notice from the Chancellor to submit alternative proposals to offer the same baccalaureate degree program, with regionally accredited private colleges receiving 30 days if no state university proposal is submitted.

Act takes effect July 1, 2010.
