Expands the definition of "electric personal assistive mobility device" by removing the requirement for two non-tandem wheels, allowing additional single-person transport devices with up to 750 watts power and maximum speed under 20 mph.

Authorizes counties and municipalities to enact ordinances permitting the operation of vehicles, golf carts, mopeds, motorized scooters, and electric personal assistive mobility devices on sidewalks with a maximum speed limit of 15 miles per hour.

Exempts motorized wheelchairs from the prohibition on driving motor-powered vehicles on sidewalks and bicycle paths.

Allows local governments to enact ordinances authorizing golf carts on sidewalks adjacent to municipal streets, county roads, or state highways, with requirements including 15 mph speed limits, Department of Transportation consultation, and 8-foot minimum width for state highway sidewalks.

Updates notice requirements for sellers of motorized scooters and miniature motorcycles to inform consumers that sidewalk operation is prohibited unless authorized by local ordinance under the bill's new provisions, effective July 1, 2010.
