Federal write-in absentee ballots are accepted as voter registration applications if they contain constitutionally required information.

Absentee ballots from overseas voters postmarked or signed no later than election day shall be counted if received within 10 days after the election and are legal.

Supervisors of elections must email ballots and balloting materials to overseas voters who request an email address, and overseas voters may use facsimile or email delivery for federal write-in absentee ballots in any federal, state, or local election.

County election returns for primary elections must be submitted to the Department of State by 5 p.m. on the 11th day following the primary (extended from the 7th day).

The Department of State shall adopt rules authorizing supervisors to accept absentee ballot requests and voted ballots from uniformed services voters and overseas voters by facsimile, email, or other secure electronic means.
