Defines "hospital-based physicians" as pathologists, emergency room physicians, anesthesiologists, radiologists, and similar specialists who provide services at licensed facilities without patient selection and typically preclude competing specialists from practicing at those facilities.

Prohibits licensed facilities (hospitals, ambulatory surgical centers, mobile surgical facilities) from employing or contracting with hospital-based physicians unless those physicians contract with all health insurers that have contracted with the facility to provide services, with terms reasonably comparable to similar arrangements in the geographic area.

Requires contracts between licensed facilities and hospital-based physicians to include terms prohibiting physicians from collecting amounts from patients beyond insurance payments, except for applicable copayments, deductibles, coinsurance, and noncovered service charges.

Directly prohibits hospital-based physicians from attempting to collect from health insurance enrollees or subscribers any amounts beyond those specified in the contract terms.

Establishes violations as grounds for disciplinary action under Florida Statutes sections 395.1065 and 456.072(2), effective July 1, 2010.
