Removes the restriction preventing counties and municipalities from regulating the anchoring of non-live-aboard vessels outside marked mooring field boundaries.

Allows local governments to regulate anchoring of non-live-aboard vessels that are not in navigation, while maintaining the prohibition on regulating vessels in navigation.

Preserves local authority to prohibit or restrict mooring and anchoring of floating structures and live-aboard vessels within their jurisdictions.

Maintains existing state-level restrictions on local regulations regarding vessel safety standards, marine sanitation devices, personal watercraft, airboats, and the Florida Intracoastal Waterway.
