Shifts burden of proof in disciplinary appeals from employees to the sheriff, requiring the sheriff to prove just cause supported by competent and substantial evidence for disciplinary action under appeal.

Eliminates retirement health insurance benefits for employees commencing employment with the Lee County Sheriff's Office on or after October 1, 2010.

Limits eligibility for employer-paid retirement health insurance benefits to employees hired between October 1, 1986 and September 30, 2010 who retire after 15 or more years of service.

Removes the ability for employees hired on or after October 1, 2009 to claim prior years of service with other Florida Retirement System employers to qualify for employer-paid health and hospitalization insurance benefits.
