Adds an exemption carve-out to Florida's Sellers of Travel Act denying exemptions to any seller of travel offering pre-arranged travel, tourist-related services, or tour-guide services to persons traveling directly from Florida to a terrorist nation

Defines "terrorist nation" as any state, country, or nation designated by the United States Department of State as a state sponsor of terrorism

Requires sellers of travel providing services to terrorist nations to register with the Florida Department of Agriculture and Consumer Services and comply with all fees, bonding requirements, information submission, disclosure, and record maintenance requirements

Takes effect July 1, 2010 and applies to the Florida Sellers of Travel Act as it existed prior to July 1, 2008, excluding provisions amended by 2008 legislation that was ruled unconstitutional by federal court
