Proposes constitutional amendment requiring at least 70 percent of school district funding be expended for classroom instruction, effective 2011-2012 school year.

Prohibits school districts from compensating administrative personnel or noninstructional personnel at more than three times the average teacher salary in that district, effective 2011-2012 school year.

Submits proposed amendments to Article IX (Sections 8 and 9) and Article XII of the Florida Constitution to voters at the next general election or earlier special election.

Establishes minimum classroom instruction funding requirement and administrative compensation cap as constitutional requirements for all school districts statewide.
