Prohibits Florida state agencies from entering into, awarding, or renewing contracts with any business entity that does business directly with Iran.

Defines "doing business with Iran" broadly to include any commerce, dealings, or activities that benefit from involvement with Iran or the Iranian government.

Exempts the State Board of Administration from this restriction to allow management of investment portfolios under existing statutes.

Removes the prohibition if Congress or the President affirmatively declares through legislation, executive order, or written certification that the restriction interferes with U.S. foreign policy.

Directs the Department of State to work with other departments to develop a mechanism to identify business entities doing business with Iran and enforce the restrictions.
