Defines "mental injury" for child abuse statutes by cross-referencing section 39.01 and reorganizes child abuse offense definitions into a "Definitions" section.

Adds constitutional protection exemption stating that acts protected by the First Amendment to the U.S. Constitution or Florida Constitution do not violate child abuse, aggravated child abuse, or neglect statutes.

Updates criminal code cross-references throughout sections 775.084, 775.0877, 782.07, 921.0022, and 948.062 to reflect reorganized subsection numbering of aggravated child abuse and child abuse offenses.

Expands the definition of "crime" for crime victim compensation purposes to include felony or misdemeanor offenses resulting in psychiatric or psychological injury to persons younger than 18 years of age who were not physically injured by the criminal act.

Takes effect July 1, 2010.
