Requires civil citation programs for minors to provide expungement of nonjudicial arrest records upon successful program completion, with agency concurrence.

Amends expunction procedures to include minors who complete civil citation programs alongside those completing prearrest or postarrest diversion programs.

Allows expunged records to be accessed only by criminal justice agencies for eligibility determinations, criminal investigations, or employment screening; permits subjects to deny the arrest occurred for all other purposes.

Establishes a $75 processing fee for expunction requests that can be waived by the Department of Law Enforcement's executive director.

Operates retroactively to permit expunction of records for minors who completed civil citation programs on or after July 1, 2000, with applications submitted within 6 months of program completion.
