Proposes amendment to Section 3 of Article I of the Florida State Constitution to protect individuals from being barred from public programs based on choosing to receive benefits at religious providers

Adds language stating "An individual may not be barred from participating in any public program because that individual has freely chosen to use his or her program benefits at a religious provider"

Deletes existing constitutional prohibition against using state revenues to aid churches, sects, religious denominations, or sectarian institutions

Requires the proposed amendment to be submitted to Florida voters for approval at the next general election or an earlier special election authorized by law
