Creates the "Florida Driver's Responsibility Act" establishing annual surcharges on drivers: $120 for accumulating 7+ points (plus $25 per additional point), $500-$1,000 for DUI convictions depending on circumstances, and $120 for driving without valid license or insurance.

Implements automatic license suspension if surcharges are not paid within 30 days or if installment payment agreements are not met; licenses remain suspended until full payment or installments are made.

Adds $300 fines for reckless driving and for refusing blood-alcohol tests, with proceeds split equally ($150 each) between Emergency Medical Services Trust Fund and Education Enhancement Trust Fund.

Reduces vehicle registration and license tax fees across all vehicle categories (motorcycles from $13.50 to $10, automobiles from $19.50 to $14.50, etc.) and redirects all collected fees to State Transportation Trust Fund instead of splitting with General Revenue Fund.

Decreases driver's license and identification card fees (commercial license from $75 to $67, Class E original from $48 to $27, replacement from $25 to $10) and removes filing fees for license review or hearing requests.
