Requires owners, operators, or administrators of places of public assembly (venues with 1,000+ seating capacity including stadiums, arenas, theaters, and concert halls) and state agencies to notify local emergency medical services directors of automated external defibrillator (AED) locations

Mandates local emergency medical services medical directors to maintain registries of AED locations in their jurisdiction

Expands State Surgeon General's rulemaking authority to establish guidelines for AED placement and deployment in places of public assembly, in addition to existing authority over state buildings

Exempts from device manufacturer permit requirements any person who only manufactures, repackages, or assembles medical devices or components that are exempt from registration under s. 499.015(8)

Excludes churches, synagogues, other not-for-profit religious organizations, public associations, and public libraries from the definition of "place of public assembly" subject to AED guidelines
