Expands discretionary direct file authority, allowing state attorneys to file charges in adult court against juveniles who have prior felony or misdemeanor adjudications or adjudications withheld

Establishes mandatory criteria state attorneys must consider before filing against juveniles in adult court, including: seriousness of the offense, whether it was violent or premeditated, the child's criminal history, prior contacts with juvenile services, and prospects for rehabilitation

Requires state attorneys to submit a written explanation to the court addressing the specified criteria when transferring a juvenile for criminal prosecution

Creates a "reverse waiver" process allowing juveniles in adult court to request transfer back to juvenile court by proving services would reduce reoffending, their best interests favor juvenile court, community safety would be maintained, and they are not charged with death/life imprisonment offenses
