Directs the Century Commission for a Sustainable Florida to contract with SRI International to study alternative energy policies and develop a renewable energy and economic development investment plan for Florida.

Requires SRI International to review existing literature on alternative energy options, examine policies from other states, identify successful approaches, and conduct stakeholder interviews.

Mandates SRI International submit a final report to the Governor, President of the Senate, and Speaker of the House by January 15, 2011, including analysis of state and national policies, recommended plan structures, and policy recommendations.

Specifies recommendations should address whether incentive programs or regulatory requirements should be implemented and how efforts can integrate with existing alternative energy research at Florida universities.

Takes effect July 1, 2010.
