Creates a water management district governing board nominating commission with 11 members appointed by the Governor (3), Senate President (3 plus 1 legislator), and House Speaker (3 plus 1 legislator) to recommend three nominees for each board position

Requires nominees to reside within the district's jurisdiction and have significant experience in agriculture, development, local government, water utilities, law, engineering, environmental science, hydrology, accounting, or finance

Mandates governing boards obtain specific legislative authorization for acquisition costs exceeding $50 million and professional service procurement costs exceeding $5 million

Prohibits governing boards from purchasing lands appraised over $50 million unless deemed environmentally critical or sensitive by the Century Commission for a Sustainable Florida and specifically authorized by the Legislature

Requires governing boards to review and make available for purchase lands no longer needed for conservation, restoration, or environmental purposes, subject to county property tax roll reinstatement
