Authorizes counties, municipalities, political subdivisions, and state agencies excluded from the Insurance Risk Management Trust Fund to pay judgments and settlements arising from civil or civil rights actions against their officers, employees, and agents.

Permits payment of full judgment amounts in federal civil rights actions under 42 U.S.C. § 1983 unless the officer, employee, or agent intentionally caused the harm.

Prohibits these entities from requiring officers, employees, or agents to make payments when a federal court finds the entity liable but holds the individual harmless from liability.

Applies state tort claim limitations and provisions under s. 768.28 to judgments arising from tort claims.

Takes effect July 1, 2010.
