Proposes amendment to Section 3 of Article XI of the State Constitution to allow citizens to revoke their signature on initiative petitions.

Adds language stating that the power to sign a petition proposing constitutional revision or amendment includes the power to revoke that signature pursuant to procedures prescribed by general law.

Amendment must receive voter approval at the next general election or at an earlier special election specifically authorized by law.
