Authorizes chief judges to establish mental health courts in each circuit to divert individuals with mental illness from traditional prosecution, with eligibility for felony defendants deemed minimal threat to public safety.

Requires involuntary outpatient treatment plans to mandate prescribed medication compliance for patients supervised by forensic mental health case managers.

Establishes requirements for state mental health contractors to provide forensic case managers, coordinate services, and examine supportive employment programs for forensic mental health consumers.

Directs the Office of Program Policy Analysis and Government Accountability to study causes of mental illness-related incarceration in state and local facilities, with report due December 31, 2010.
