Amends common law statute to clarify that English common and statute laws apply to Florida only to the extent they are not inconsistent with federal and state law, and explicitly exclude litigation privilege and judicial immunity as defenses in tort liability, abuse of process, malicious prosecution, and fraud upon the court cases.

Expands recipients of Florida Supreme Court's annual minority recruitment and retention report to include the Governor, President of the Senate, Speaker of the House, and relevant legislative committees.

Requires the Supreme Court to develop and annually report on a plan for promoting civics education and public trust in the judicial system, with reports submitted to state officials and legislative committees.

Establishes unified family courts, teen courts, and drug and mental health court divisions in each judicial circuit to consolidate and integrate cases involving children, families, and related matters.

Increases Judicial Qualifications Commission membership from 13 to 15 members and requires each commission panel to have a designated staff committee of five citizen electors to provide reports and recommendations.

Mandates biennial audits of the state courts system and Judicial Qualifications Commission by the Auditor General and Office of Program Policy Analysis and Government Accountability, beginning July 1, 2011, with reports submitted to legislative leaders and the Chief Justice.
