Requires each circuit court to establish a unified family court division to coordinate or consolidate cases affecting single families under chapters 61, 63, 88, 741, 742, 743, 984, 985, and 1003, using integrated case management and alternative dispute resolution methods.

Mandates each circuit court establish a teen court division to administer section 938.19 and a drug and mental health court division to administer sections 394.656, 394.658, and 397.334.

Changes counties' funding of treatment-based drug court programs from permissive ("may") to mandatory ("shall"), requiring counties to secure funding from sources other than the state for costs not assumed by the state.

Removes legislative intent language encouraging various state agencies and sources to support drug court programs, while maintaining requirements for 10 key components including treatment integration, nonadversarial approach, frequent drug testing, and judicial monitoring.

Takes effect January 1, 2011.
