Restructures the Florida Bright Futures Scholarship Program from three award types to five tiered levels (Level I through Level V) beginning with the 2011 fall term

Establishes eligibility requirements for each level based on weighted GPA (ranging from 3.0 to 3.5 in college preparatory courses), standardized test scores (SAT/ACT ranging from 970 to 1400), and completion of 75 hours of community service work

Sets award amounts by level: Level I pays 100% of tuition and fees at community colleges; Levels II-V pay 25%, 50%, 75%, and 100% respectively at state universities, with students eligible for lower levels if attending community colleges

Defines "tuition and fees" to include 10 specific categories of fees at community colleges and state universities, and requires tuition differential fees to be included in award calculations beginning fall 2011

Requires students to maintain a 3.0 cumulative GPA for renewal of any scholarship level and updates cross-references throughout Florida Statutes to align with the new five-level structure
