Repeals eight sections of Florida law relating to telecommunications rate regulation, including provisions on rate base, rate of return regulation, and Public Service Commission authority over rates, tolls, and charges.

Makes all local exchange telecommunications companies subject to price regulation under section 364.051, eliminating the previous schedule-based implementation dates and access line thresholds.

Removes the requirement that small local exchange telecommunications companies remain under rate base and rate of return regulation until 2001 or until they elect price regulation.

Exempts competitive local exchange telecommunications companies and intrastate interexchange telecommunications companies from multiple repealed regulatory sections while maintaining certain service requirements.

Takes effect July 1, 2010.
