Creates the Helen Gordon Davis Equal Pay Protection Act to address gender-based pay discrimination in Florida, establishing that women continue to earn significantly lower salaries than men for equal work decades after the 1963 Equal Pay Act.

Requires the Agency for Workforce Innovation to conduct studies, collect wage data, and provide information to employers and the public on eliminating pay disparities between men and women in the workplace.

Designates the Commission on Human Relations as the primary enforcement agency for equal pay claims and requires it to issue regulations and guidance on interpreting equal pay laws.

Establishes the Governor's Recognition Award for Pay Equity in the Workplace to be awarded annually to Florida businesses that have successfully eliminated barriers to equal pay for equal work.

Directs the director of the Agency for Workforce Innovation and chairperson of the Commission on Human Relations, in cooperation with the Executive Office of the Governor, to create eligibility criteria for the recognition award and establish application procedures.
