Creates section 288.0252 of Florida Statutes to establish international development relief and outreach activities in Haiti through the Office of Tourism, Trade, and Economic Development

Requires the Office to contract with the Florida Association for Volunteer Action in the Caribbean and the Americas to provide rescue, recovery, rebuilding, and humanitarian activities including emergency response, healthcare, food security, infrastructure rebuilding, and economic development

Mandates activities focus on rural Haitian communities and be conducted by qualified volunteers who are Florida citizens with at least 5 years of experience coordinating international volunteer programs in Haiti

Authorizes the volunteer corps to raise public and private funding, establish partnerships, and award grants of $1,000-$5,000 to eligible grassroots organizations in Florida

Appropriates $2 million annually from the General Revenue Fund for fiscal years 2010-2011 through 2019-2020, with the statute repealing July 1, 2020 unless reenacted by the Legislature
