Prohibits contractors from automatically increasing salaries or benefits of employees providing services under state outsourcing contracts.

Requires contractors to submit written requests to state agencies for any salary or benefit increases for their employees.

Mandates state agencies to provide written justification to contractors when approving salary or benefit increases, including the employee's original base salary and percentage of increase.

Requires the Office of Program Policy Analysis and Government Accountability to submit a report to the Legislature by July 1, 2011, detailing total contractor requests for salary/benefit increases, number approved, percentage increases, and reasons for approval.

Effective date: July 1, 2010.
