Creates section 381.04016, Florida Statutes, establishing the Office of Minority Health within the Department of Health to address racial and ethnic health disparities in Florida.

Requires the Office of Minority Health to perform duties including developing a statewide minority health plan, administering funds for health disparity reduction, organizing an interagency Committee for Minority Health, and collecting health data on minority populations.

Mandates the Office submit an annual report by January 15 to the Governor and Legislature with policy recommendations for implementing minority health provisions.

Requires state agencies including the Department of Health, Agency for Health Care Administration, Department of Education, Department of Elderly Affairs, Department of Corrections, and Department of Juvenile Justice to consider minority health issues in annual planning and research funding decisions.

Takes effect July 1, 2010.
