Establishes the Florida Vocational College in Weston, Florida as a state-supported residential postsecondary school for students with developmental disabilities ages 18-26 who have graduated from high school

Creates a 7-member Board of Trustees appointed by the Governor (with Senate confirmation) for 4-year terms, including 2 members who must have developmental disabilities

Grants the Board of Trustees authority to appoint staff, determine student eligibility, set tuition for nonresidents, receive gifts and donations, enter contracts, and manage school operations

Requires personnel screening and level 2 background investigations for all employees, with provisions for campus police who must meet Criminal Justice Standards and Training Commission requirements

Mandates annual audits by the Auditor General, annual campus crime statistics reports, and a 5-year master plan reviewed every 2 years for submission to legislative leadership
