Expands John M. McKay Scholarships for Students with Disabilities to include children receiving specialized instructional services under the Voluntary Prekindergarten Education Program, effective with the 2012-2013 school year.

Authorizes the Commissioner of Education to deny, suspend, or revoke private school participation in the scholarship program if the school's owner or operator has operated an educational institution in a manner contrary to public health, safety, or welfare, considering factors including prior sanctions, criminal convictions involving fraud or dishonesty, and failure to reimburse improperly received scholarship funds.

Creates specialized instructional services program for children with disabilities ages 3-4 who are eligible for Voluntary Prekindergarten Education and have an individual educational plan, including applied behavior analysis, speech-language pathology, occupational therapy, and physical therapy.

Establishes that the Department of Education must approve specialized instructional services providers and early learning coalitions must reimburse approved providers, with reimbursement not to exceed the base student allocation for the Voluntary Prekindergarten Education Program.

Requires the Agency for Workforce Innovation to adopt procedures for enrolling children in and determining eligibility for specialized instructional services under the Voluntary Prekindergarten Education Program, and for paying authorized service providers.
