Creates the "Citrus County Hospital and Medical Nursing and Convalescent Home Act" codifying special laws relating to the Citrus County Hospital Board as an independent special district governed by five trustees appointed by the Governor with Florida Senate confirmation.

Authorizes the Hospital Board to lease or contract with a not-for-profit corporation to operate hospital facilities, with the Board as sole member and significant oversight authority over the corporation's governance, budgets, and major decisions.

Requires the not-for-profit corporation to maintain an 11-member board of directors consisting of five Hospital Board trustees, five private directors, and the hospital's medical staff chief, with separate accounting for all ad valorem tax funds in public meetings.

Grants the Hospital Board approval rights over the corporation's Articles of Incorporation, bylaws, chief executive officer selection, annual budgets (requiring four trustee votes to reject), and contracts exceeding $1.25 million, plus authority to enforce compliance through declaratory proceedings and injunctions.

Establishes a maximum ad valorem tax millage rate of 3 mills per year with authority to issue bonds and revenue bonds for hospital operations and improvements, effective July 1, 2010.
