Amends the Spring Lake Improvement District charter to modernize governance provisions, including changing board composition to five members with terms determined by section 189.4051, Florida Statutes, and establishing separate election procedures for supervisors elected on a one-acre one-vote basis versus district residents and registered voters.

Increases board member compensation from $100 to $250 per month, subject to super majority board approval, and requires compliance with general law regarding property appraiser and tax collector compensation.

Expands district powers to include mosquito control, fire and emergency services, construction and maintenance of school facilities, transportation systems, water and sewer systems, parks and recreation facilities, and enforcement of deed restrictions.

Consolidates and clarifies tax and assessment provisions by allowing non-ad valorem assessments under chapters 170, 197, and 298 of Florida Statutes, with tax liens having equal dignity with county taxes, and establishes procedures for bond issuance including assessment bonds and revenue bonds.

Modernizes procurement requirements by referencing sections 255.20 and 287.055 of Florida Statutes for competitive bidding and negotiation procedures, and repeals numerous obsolete sections of the original 2005-342 chapter.
