Reduces the ad valorem millage cap for Pinellas Park Water Management District Authority from 3 mills to 1.5 mills, subject to voter approval in a November 2010 referendum.

Increases the governing body from 3 to 5 members: 3 selected by Pinellas Park City Council, 1 by St. Petersburg City Council, and 1 by Pinellas County Board of County Commissioners.

Increases member terms from 3 to 4 years and ties terms to the respective official positions held under city and county charters.

Eliminates the requirement to elect a separate secretary and treasurer, removes the treasurer surety bond requirement, and specifies the authority shall be housed within the City of Pinellas Park for administrative purposes.

Changes the quorum requirement from 2 to 3 members and modifies voting threshold from 2 to 3 members for authority actions; removes removal procedures for members.
